Fountain Weighs in on Federal Government's Cross-Agency Initiatives

A new report released by Jane Fountain, Professor of Political Science and Public Policy and Director of the National Center for Digital Government, and the IBM Center for the Business of Government offers practical advice for federal managers working to implement successful cross-ageny collaboration. 

In part, the report responds to the Government Performance and Results Modernization Act of 2010 which required collaboration across federal agencies, but provided little guidance on how managers and agencies should work toward collaborative results. 

According to Fountain, effective collaboration is made up of two dimensions, collaboration through people and collaboration through processes. Managers must work to improve both relationship skills and enhance cross-agency capacity in order to transition their agencies from siloed bureaucracies to cross-agency collaborators.
