Raymond J. La Raja, political science, says using voter lotteries, when some voters win cash prizes, is a legitimate way to boost election participation.
He says in the U.S., the older, richer and whiter you are, the more likely you are to vote and the values and biases of those people tend to be reflected in election results. (BBC [1], 5/9/17)
